Arrived Materials on Castra Glacie:
- Power plant, 200 generators - Basic factory production line, 10 basic factories and 5 standard factories together with a number of 15 factory enhancer - Materials for a basic shelter [insufficient when confronted with the harsh nature of the planet] - Rations or the immediate future [Planet is unsuited for normal plantations, in need of specialized equipment or imports] - Salvage mod for the colony ship: 200 cubatons.
Number of colonists: - 40 Imperials - 160 Fouzen who used the new Edict as a chance to jump on the expedition
Industrial assessmentPlanetary resources: As the integrated picture should show the workings on the surface are hazardous the further away you travel from the flat plains which offered them self to the colony basis, not only is there the freezing cold which takes a lot out of personal and machinery which gets send out, but also the sudden chasms and long valleys which sometimes fill up with snow and become a death trap for anyone sinking in. The resources are numerous, especially varat, but the stone is to brittle to be manufactured into metal alloy and as such planetary exploition seems unwise and we should use the natural terrain to build safe houses and factories should the Imperial administration deem the Plane worthy enough to send more colonists. Asteroid mining: The Prospects for an industrial growth are far better if one takes a look at the numerous and various asteroids which are found quite close to the planet, in fact: With the stripped down materials of the colony ship and the salvage modules strapped onto it, the basic production could already be started. Current Production:In the light of our measured stocks we have already started to produce the needed generators and energy capacitors to keep us warm and to expand our production line. With the rich asteroid fields around us we were able to produce 3000 generators and a few hundred power capacitors as well as advanced armor of multiple color. The most problem is giving us a lack of metal alloy, which leads to a surplus in minerals which can't be shifted back again, as we always seem to bring in more minerals than simple stones. Threat Assessment: Dire but not HopelessMultiple Baalite Structures and Ships were confirmed in our Sector, but till now we could avoid Detection completely, even if we found a few Baalite ships rammed into the half frozen ground, the fire burning in them coloring the snow black with their ashes, but from what our remote controlled camera could see [ Picture] the ships were no danger to our colony anymore and a few brave Fouzen found the Baalite Crew frozen in their crashed ships, the corpses were summary burned. Conclusion:
The Planet is a good base for industrial or military progress, both times because of it's position between the Empire and the Syndicate States. I would recommend to built a permanent naval base in its Orbit and lay a Jumpgate route from the Empire to it and then from Castra Glacie to the Syndicate states. Madam Flandry! good to hear of you again, you do well in your endeavors! Under my Power, I deem the Colony of Castra Glacie official under the name of the Empire. It's Star System Sacred Imperial Territory. Encroachments will be dealt with in the defense of the distant Colonial Motherlands, as they would be the Fatherlands. Madam Flandry, I hereby recognize the colony of Castra Glacie as your FIEFDOM, as you were the one with your group of wayward colonists to strike the frozen earth, so the right falls down onto you, and you alone.
I'll layout what I see in this assessment. The first times the Empire tried to colonize glacial worlds, the only success we ever had in long term colonization was found in subterranean networks, so as you say, using the terrain would be the best option, in the ways of defense also..
Asteroid Mining:
Though it saddens me that a colony has a dependency on the yields and abundance of Asteroids, I guess being a colony on a Glacial wasteland, it can't be helped. but the Industrial Potential of this planet is greater than it may seem. Castra Glacie's abundance in minerals, especially Varat is a good sign even if the potential to get Metal alloys is lacking. the minerals can still be worth it.
Current Production:
the overall lack of metals found and collected is troubling.. but the produced power equipment and heavy duty armors you made will definitely help in expanding yourself. that is a good thing. trying to expand what your production lines can manufacture and refine would also be a good step.
Threat Assessment:
Those Baalite stations need to go. I would also recommend fortifications when you find it possible..
Conclusion:
Madam Flandry, if you can effectively establish both a industrial and a military progress on this world, that may be more beneficial than going for either one. But I leave the choice of how to develop this colony up to you. guide it wisely. I will arrange for care packages of weatherproof tools, equipment, and food to help sustain yourselves for a bit longer. What specialised equipment do you need? I would imagine equipment and basins for hydroponics?
I second the motion that a naval base and Jumpgate lane should be established... perhaps quickly, Commander Lamb, up for that particular task?

This is General Lamb.
We towed in a shard gate that was had found in the area and placed it in an adjacent sector to the planet. It has been linked it to another gate inside Rendii territory. There is now a direct link between Rendii holdings and the borders of the Syndicate States. We have already moved in a contingent of ships to secure the gate and planet.
From this location we will be able to monitor SS activity and have a secured buffer zone between the Syndicate States and our Empire.
We will soon begin construction of an embassy and command station in the area.

Work in accord to the Empire!
Hearing the news of the Partial mobilization Castra Glacies doesn't want to stay behind the other worlds, even if they are a rather new leaf on the laurel crown of the Empire. With growing motivation the work troops have started out to carve the new expansions of the growing colony into the icy stone. To help the Empire as best as possible, the workers have quickly laid out a new small hangar to bring the newest products of the colony to Imperial space with a small space worthy ship, which has to rely on the cubaton system to carry all the finished goods back home. With slightly greater joy it can be told, that the construction were so much better than expected, that even an small park could be build and started to be planted. Even while right now only green grass covers the floor, its already starting to be a small space of relaxation inside the busy confines of the underground system. For Emperor and Empire!

((Alright then) *** Incoming Transmission *** This is the Leviathan colony of Citadel-1. We have a trade offer. Leviathan has the ability to procure vast amounts of metal alloys and crystal composite, thanks to the efforts of the 3rd Expeditionary Mining Fleet. However, we find ourselves in need of a number of specific minerals and ores; namely, Parstun, Bastyn, and Varat. The Department of Foreign Relations here has advised opening a trade route between Castra Glacie and Citadel-1, in order to allow both parties to obtain the material we need. Additionally, as part of the offer, Leviathan will also send a gift of 1000 heavy armor units to the colony.
